As construction of important performance and exhibition facilities in Taiwan was completed and doors were opened, arts and performing groups, as well as other arts-related non-profit organizations, called for professional operation and management. Cultural policies were gaining attention from various sectors, and among the high education institutions there was an urgent need for a research institution with its focus on “cultural policies” and “arts management,” so as to deepen studies of related fields and train administration and management professionals. Therefore, when news broke that the Ministry of Education approved the establishment of this Institute on June 17, 1999, it caught the attention of the arts and cultural circle, and it was selected as one of the 10 biggest arts and cultural events of the year.

On December 28, 1999, the Ministry of Education sent a letter to TNUA, giving its approval for this Institute to start enrolling students. The first admission tests took place between April 28 and May 1, 2000. Since its inception on August 1, 2000, this Institute has been playing a leading role in training professionals and conducting research in arts administration and management.
The aim of the Institute is to apply its academic research discourse and offer practicums to produce professionals that are good at both theories and practical affairs for arts administration and management. Its ideal is to become the “leading brand of arts management education in the Chinese-speaking world.”
The Institute is best characterized by the fact that TNUA is an arts education institution with a complete range of faculties, the best team of teaching staff and the most frequent performances and exhibitions in Taiwan. The university has a complete array of performance and exhibition facilities that include a theatre, a dance theatre, a concert hall, a fine arts museum and a movie theatre. In terms of academic research and learning resources for arts, TNUA is much better off than other similar institutions. The University’s Innovation Incubation Center, through its KDArts brand, is developing a brand business and integrated performance-exhibition services leveraging on innovations.
This Institute, basing on arts and culture, stresses the integration of artistic innovations and social sciences (sociology, management science, economics and others) for cross-disciplinary studies of arts administration and management, cultural policies, cultural innovation industries and other related fields. The Institute makes sufficient use of TNUA’s existing faculty. It employs both full-time and part-time teachers to offer professional management courses, such as organizational management, financial statements, management accounting, and marketing strategies. The Institute also has established a strategic alliance with National Chengchi University’s College of Commerce, which custom-designs the Institute’s management curriculum and arranges guidance by professors with practical experiences. This enriches the curriculum and diversifies the pedagogy.
In addition, the Institute is located in Taipei City, the most vibrant of all places in Taiwan in terms of arts activities. Students have a multitude of choices for internships and access to information of performances, exhibitions and other activities. They have the most opportunities to take part in arts performances and exhibitions. In terms of locations, the Institute has an advantage over other education institutions in other cities and counties of Taiwan.
